Aha. Now that's an interesting concept. The bottom line for a company is being able to charter under one set of rules and use those uniformly across all 50 states. If they can do that, then that would certainly increase competition.

However, I'd argue that you'd want to level the playing field for all companies by imposing standards across all 50 states. That way, the competition is in who can provide the best service for the least cost, instead of competing on which company can game the regulatory system most effectively.
