Yes, RI has already asked for and begun receiving FEMA assistance. Took a trip down to my folks place in metro Boston area earlier today to check for water damage there and they had a reverse 911 call on their message machine instructing them how to contact FEMA for assistance if needed.
But even though the FEMA teams have arrived, I guess the director had other plans this week.

FEMA on Thursday told CNSNews.com that Fugate had been in Florida this week, attending a hurricane preparation conference, but despite repeated inquiries from CNSNews.com, administration spokesmen would not say specifically where Fugate was as of Thursday morning, or whether he had any plans to go to R.I. FEMA's statement said that Fugate’s deputy would go to R.I.
