Well the problem Triff is you are trying to stop light from coming into a house. The shades need to be on the outside of the house or building. Once light goes through the glass and strikes an object inside shortwave radiation gets turned into long wave radiation depending on the amount of reflectance of the object. Of course that's just how greenhouses work and passive solar thermal in your home. Even with white colored shades you will still have "trapped" over 80% of that solar energy inside the house.

I get a kick out of seeing homes with big air conditioners and no shades! If they only understood the problem they wouldn't have to spend so much on air conditioning.
