This shouldn't be a "halfway" issue - as you yourself noted the vote on lifting the OCS ban (ENTIRELY) was overwhelming and bipartisan. Obama is really asking the bipartisan majority (not just the GOP) to meet halfway with the small leftwing minority opposed to any drilling anywhere. Furthermore, Obama has no legal mandate to take anything off the table .... he's just doing so to appease his extremist base.
