Nah. My team could write a program for the IRS to automate the whole thing. Wouldn't need anyone. All you'd need to do is assess a tax penalty, if they can't provide proof of insurance as part of their tax returns. Easy.

Also, all we're talking about are the 32 million Americans not currently insured. That's you at risk category, not the full 300 million Americans.
