I infer from that that you don't have a clue where the 27 million figure that you claimed came from and I should treat it as a typo.

"Census Bureau: Number of U.S. Uninsured Rises to 47 Million Americans are Uninsured"

Just for the record, that 47 million included 14 million, IIRC, who were already eligible for government insurance but hadn't signed up. It would seem that that same 14 million are included in the 32 million, as well.

"If realized, the expansion of coverage would include 95 percent of all eligible individuals under age 65."

Which I assume accounts for the CBO's "if realized." If they didn't sign up before, hard to say what would get them to sign up going forward.
