My team could write a program for the IRS to automate the whole thing. Wouldn't need anyone. All you'd need to do is assess a tax penalty, if they can't provide proof of insurance as part of their tax returns.

They could write a program to kick out all those who filed income tax and haven't offered proof of insurance, assess a penalty to them, and deduct it from their refund if they're getting a refund.

Your team, unless it's a team of magicians, couldn't identify anyone who didn't file a tax return, validate the claims of insurance, collect the penalty if there was not enough of a refund to cover it, or prosecute anyone.
