There is a huge ongoing build-out of coal-fired electricity plants happening, but not in the U.S. It's happening in China and India. In the rich world, environmental rules have made new coal-fired plants almost impossible to build, for many years.

Actually, it's more likely that new nuclear plants will be built in the U.S., than new coal plants. The Obama administration is a recent convert to nuclear, asking for (more) subsidies.
