If its done through tax returns you could relatively easily check to see if proof of insurance is included. But you would still have to see if the proof is actually valid. You also have to know if the insurance they provide proof of meats the standards. Then you would have to deal with non-filers.

And the number isn't 32 million, it would be over hundred million (over a hundred million tax returns). You can't assume currently insured people will remain insured, and even if you could you don't start out knowing specifically who is insured and who isn't.
