Actually, let me backtrack and try another angle.

Let's say some people used to pay $200/month. All of a sudden, they now pay $270/month. That's a 35% increase, but the actual difference is just $70/month, which is more mundane than how the article portrays the hike.

Bottom line is that the smaller the starting point, the greater the percentage hike.
