Easy for the majority your checking perhaps, not as much for the corner cases. If the automated check doesn't get a hit, you have to actually check out the individuals situation, rather than give a fine for what may be your own systems error. If a false negative is a 1% issue, that's something like a million times you have to check. Even if its one in a thousand, than its something like 100,000 times you have to actually have a person dig in to the situation.
