Let me add something here though.. Bin Laden declared war on the US in 1996, during the Clinton Administration. It just took his group a few years to get the assets in place to actually attack the US.

And H. Ross Perot did the same thing to Bush's father in 1992, bringing us the Clinton "golden years".
