Well a big expense is the interest on the debt run up in previous administrations which they have little control over. I say little because Clinton pulled a scam on this by refinancing most of the long term debt at higher interest into all short term debt that needed to constantly be rolled at lower interest rates. Usually you see Governments pull this stunt when they are close to a default. I believe Greece did this at some point in the last year.
