No, it is not, but correlation, if it's strong enough, will give a hint of causation.. More importantly, it will steer an experimental process in the direction of finding causation...all variables will be eliminated in the research process.
When you're involved in R&D, you will design your experiments to go in the direction you have observed with the correlation...may not prove causation but will always lead you in the proper direction(either out of it or forward) for your next set of experiments....
