Look at the yearly demand.

<1% growth in demand since 2004, 1-2% growth in the period from 1997, and if you had the data from before then, you'd see 2-3% growth.

Moreover, percapita electricity demand in the US has actually gone negative since 2004.

Now this deceleration of US (and for that matter European) electricity demand growth is less striking if you look on a global scale. The generation saved by reducing our electricity growth from 2% to 1%/year is eaten for breakfast by China.
