It is always easier to invest money in a country that you know well, than to invest it into a country that you don't know well.

Besides that, I'm not sure that bio-fuel made by harvesting oil from corn makes sense in the long run. There are many alternatives, and in the long term, I think enzyme technology and proteine technology will be huge and introduce new processes that we cannot imagine today. Why grow corn for fuel if it can be produced in simpler and more automated ways? After all, it's all about converting sun energy to fluid fuel.
