Look it isn't the Government's Capital being tied up. The Govt guarantees to keep interest rates low. When I took out student loans back in the 1980's my interest rate was something like 8%. You know what my interest rate would have been if the Govt hadn't guaranteed the loans? I couldn't even get a loan at any interest rate.
