No one in the southwest US has ever been charged "the going rate" for water- That is the fundamental problem. There are countries that simply dont have access to enough clean water for their needs. That isnt the problem for the US or likely even for the southwest. As long as we are still growing rice in California, I'll view this is an allocation/political problem more than a resource problem. Like everything else, we'll hit a crisis and reform the system. I wish we could do it earlier, but that isnt the way things work. Slacker
