As for Ozon, I bought on the dips and am averaged in around $1.75. This is called a speculative stock. I stress the word speculative. The company has a good story and its technology is real (you can see it and touch it, and most of it is in the market or being evaluated by the market) and it is timely. The downside is that the company is cash strapped. Even if big contracts arrive, it is virtually certain the shareholders will be diluted to raise capital. Companies without collateral and without a two year history of profitability normally don't have access to traditional credit markets.

If this is too high risk for you, move on and buy T-bills. From what I've seen on this thread, people may have the big eye on this one, but they bought in with their eyes open.
