That's a ridiculous statement. You have to approach this problem like a business person. I think you already know that the IRS has NEVER done a 100% audit of tax returns. Does that mean they are letting the ones they don't audit slide?

If you are going to make arguments like that, then I will rapidly come to the conclusion that you are just being silly and aren't interested in a real debate on the merits.
