Tekgk: I believe the number that the WSJ used yesterday may have been the portion of the "national debt" that is in foreign hands. At least, that was my interpretation of it. In truth, I am not sure what they meant because they did not use exact terminology. Many people focus on the annual budget deficit which I believe for fiscal year 1997 was $22 billion. At least, I think that is the fiscal year Clinton was talking about the other day when he announced it.

The annual budget deficit currently is relatively small when compared to the national debt. I believe they are talking about a future annual budget surplus of around $50 billion. However, these annual budget amounts are nearly moot points when we have $5 trillion to refinance over and over again. Did you ever try to imagine what a trillion is? I can imagine a billion but a trillion is beyond me.
