For the most part they have. the problem is that they are only one element of the Republican party (a big one but they don't dominate it), and also politicians, even conservative politicians, face all sorts of incentives to increase spending, so most of the opposition to increased spending from conservatives has come from people who don't actually get a direct vote on that spending.

We don't spend more than the rest of the world combined, esp. if you count their non-monetary costs through things like imposing a draft) but even if you don't count such things.

Still we spend a lot compared to other countries. Of course a big reason for that is that most other countries have stopped spending much on the military. Part of the reason some of them do so is that to an extent they free ride on us, which is something of a problem, but not a horrible one considering the burden of defense spending on the US is still in a long term downtrend and will likely continue to be in such a trend for the foreseeable future.
