The F-22 is hardly a plane without a mission. Establishing air superiority is a very important mission. Doing it is an important factor in winning wars, and clearly being able to do it is an important factor in deterring wars.

The typical cost given for the F-22 includes development costs. Its high but its less than "$300mil plus" and is only so high because of the low number of units. The development cost is already paid, the more important issue if we where still being more would be the flyaway cost. You don't put the brakes on a program because of development costs after you have already finished development. You put the brakes on programs for the incremental unit/flyaway costs, and sometimes the manning and maintenance costs.

None of which means that defense should be a growing priority in our spending, but it isn't, its a shrinking priority while government health care is the growing priority. Over the coming decades government spending on health care will dwarf defense spending.
