The VAT has been Forbes' personal hobby horse for YEARS.

(And we are no nearer to it now then when he first started pushing the idea.)

A VAT is essentially a CONSUMPTION TAX, (thus will disproportionately impact Middle And Lower Classes, unlike the impact that Income Taxes can have), so it is not naturally a concept that Dems would back.

(So, if you are looking for "who" is pushing for an American VAT you are probably looking behind the wrong tree. <GGG>)
