If one is born to US citizen parents outside the US, and the parents do whatever is required to get the kid US citizenship, he's probably a natural born citizen

It depends on the statute at the time of the birth, which has changed over time. Hence the problem with Obama being born to an 18 year old that was not in-country for five years prior to birth.
