Many jurisdictions there have draconian rules about what people can do with their land.

That was my suspicion.

I've been watching a British Series called "The MidSomer Murders" which is set in just such a village.

The mystery depicted is much more interesting than American TV, and requires rapt attention or you'll miss the clues leading to the conclusion.

Aside from that, it's interesting that the detectives can snoop around people's houses without a warrant and question them without advising them of their rights.

We Americans have much more freedom. If we want to replace our thatched roof with a metal one, we can.

Not good for the ambiance, but I'm grateful for it.

We can sell easements that lock up what we can do with our land forever, but it's voluntary and succeeding owners have to know about it so it's fair.
