I don't live in Vancouver, so I am just an observer. Searle's & your point about immigration is valid, and also land is scarce in Vancouver which is hemmed in by the mountains and the sea. Some people call it Hongcouver, and not only because of the large Asian population. Vancouver's high price of course infects all areas even remotely close to it.

Cities like Vancouver are increasingly becoming the habitat of the affluent, while the poor are forced out into the suburbs or into small dingy expensive apartments.
