when the other choice was just as bad?

I am working with what the Poles knew. They had just happily absorbed part of Czechoslovakia when Hitler took it over. The place was quite Fascist and would have been happy in a marriage with Germany. As it was, no nation was more delighted to help the Nazis exterminate Jews.
