Short term targeted refundable credits, not durable tax cuts or cuts in rates. He's getting the government more involved in people's decisions, not less, then he's taking away the cuts, and raising taxes beyond the level he inherited. He's already signed tax increase in to law, first the tobacco tax, now all the taxes that are part of Obamacare.
