Except for this, what you describe will be common capabilities of cloud computing. You can already do this with Android. "It would know and constantly update my personal preferences, telling me what attractions in the area I might be interested in." I am not aware of apps to do this "It would alert me to weather and traffic problems on my route. It would tell me of unusually large gains or losses in my portfolio." But they wouldn't be difficult to implement. Writing a Rails app to do the portfolio thing would take about a week on the outside. The weather thing would be pretty simple also. Weather.com already has a Windows-based applet that does something similar, all it would take is updating your location with the GPS. So, why not get busy? The Android SDK is available for Linux. These sort of apps wouldn't be all that difficult to write. And placing things in Android Marketplace is a snap. You have the software skills, so why not use them?
