In my view, this shouldn't be a right, but a privilege to be earned.

As for fighting to be able to breed, I'm sure this is a common sentiment. That's why the solution needs to be some sort of virus that can be set loose on the world, much as many suspected of AIDS.

Obviously, a cure would need to be in hand first, to be dealt out to the deserving.

A huge problem with your "expanding into space" idea is that we haven't found an Earth-like planet yet. When we do find one, it's likely to be so far away, that we won't be going there with even a robot probe for hundreds of years.

A better idea that might be possible would be to genetically modify (and raise) humans so they could live on Mars, if even possible.

But then, they wouldn't be human, and that wouldn't address the population problem.
