Something of a difference, but not enough here. If the knock against Gore had been that he claimed to have created the internet, the impression created all around would have been essentially identical. The point is that the statement was ridiculous. He took the initiative in funding the federal government side of the internet at a particular time. He didn't create it or invent it. It was already created when he pushed for some money to be spent on it.
