Sure it is. For one, it is far larger than any of the originators ever dreamed. Just look at IPv4, which wasn't even the first naming scheme. It allows for only 4 billion total nodes, and even that was thought to be huge because vast swaths of the naming space are dedicated to special functions.

There is no reason to suspect it would have been anywhere near as pervasive as it is now. And certainly not global. Some countries, like France, had already implemented networks for their countries. We had nothing like them. A patchwork scheme, with possibly gateways between them, was a whole lot more likely.
