The people actually running the GOP were following the "starve the beast" plan cooked up by Grover Norquist. en.wikipedia.org But, the damn beast just wouldn't BE starved. The beast just pulled out the credit card. allbusiness.com So, "starve the beast" is just another failed (R) idea. But, it takes FOREVER for (R)'s to give up on something like that.
