No it doesn't. It ignores almost everything that was going on.

Ok, first off, the Internet did not exist before Gore started to agitate for it. ARPAnet did exist, but the Internet protocols were not adopted until 1982 and weren't implemented until 1983. I remember, because I was first involved with it in late 1983. Gore was promoting telecommunications as an engine for economic growth since the 1970s, well before the Internet, much less the Internet as we know it, existed. If you want to consider the web as the Internet, well, Gore's bill in 1991 is directly credited with it because it specifically funded the creation of the Mosaic browser.

The ignorance of such an important development is absolutely appalling.
