And why do you think DC might be terrible? Could it be lack of parenting at home? You know education starts at home. Could it be general poverty of the school population? You can't teach kids who aren't taught at home, or supported at home, or guided at home, or that has a home that sees education as worthless or unattainable, or that has no home, or that has no parent in the home most hours.
