Sounds like Medicaid acts like supplemental insurance for the needy.

I don't see how it could be supplemental. It would have to be primary. If it were supplemental, then folks would already have insurance and thus not qualify for Medicaid. Seems to me.

The reason I asked the question was that it seems to be common knowledge that it's inferior. I was always under that impression. But just today I thought about it and I don't know of any basis for that conclusion other than it pays doctors poorly so many don't participate. I tend to challenge common knowledge as a rule but noticed I hadn't in this case. That was unusually sloppy of me so I'm trying to rectify the oversight.
