Nothing uncertain about it.

War, including nuclear war, is an inherently uncertain thing. The one certain thing about nuclear war is that massive destruction can reasonably easily be engineered, but the details are always uncertain.

With our nuclear triad, and our warning systems, it can reasonably be said that cutting is just fine. But "Nothing uncertain about it", is just false. Esp. because your not just saying that we have enough for any possible near term needs but rather that there is no uncertainty at all, that even after the cut we will have "far in excess of what could conceivably be needed."
