We had a severe recession, but it wasn't quite a low base. Recovery from that recession would only be above normal growth for a couple of years. Instead growth was fairly good for most of the time through 2000. Now obviously there are a lot of factors behind that growth. I wouldn't put it all on lower tax rates, but they played a role.

Then you add in Reagan's massive DEFICIT spending

Small compared to Obama's (tiny if measured the way its usually measured, by nominal dollars, but just small by more reasonable measurements), despite facing a recession that by most measures was almost as bad, and by some measures worse than the current one.

Then you add in Reagan's massive DEFICIT spending and that perked things up even more.

Fiscal stimulus doesn't give you above average real growth for that long. At best it can smooth out the cycle and give you a low point that isn't as low.
