I think a space station would be better than any gravity well, even the moon's. But, it really depends on how much water is there, and what we can realistically do with it.

I don't see foreign space initiatives as bad. The more the merrier. If the Chinese start seriously getting into space, it will gain the military importance it had in the space race.
