It doesn't mean congress can't usurp the process and legislate the boundaries of EPA actions (for which congressmen will have to answer to thier constituents). I know you would like to see (me too) pure science win the day, but I think it better to have the industry air their grievances openly and make them have the courage of their convictions and explain why they feel they have to pollute more.
