Former LA police chief Daryl Gates dies at 83 The best Chief L.A. ever had. He was the last L.A. Chief to come up through the ranks by taking Civil Service exams versus those today who are political appointees and tied to the Mayor's hip, example Bill Bratton. He was the developer of SWAT and helicopter patrols in large cities. He tossed out the braid and epaulets that Chiefs always wore to functions. He stood up to the media and council and in the end it cost him. He supported minority and female hiring, but through normal qualification processes, not by quota and consent decrees. The street gangs worked with him and respected him. He was a good cop.
