you are making my point for me...regulation does not work, you cite several examples of its failure..you say we dont know why it failed, or why we put such incompetent people in place to enforce the regulations...the answer is simple, those being regulated used their money and influence to circumvent or dismantle the regulations. The purpose of govt is to protect us from crime...fraud and theft are crimes...so just punish the crime in a manner severe enough to produce 'reparation and restraint'... RP
