The Senate bill did not have a jail time requirement AFAIK.

O'Reilly's clarification is correct -- these points were made on FNC when the House Bill contained this provision, which Nancy Pelosi actually tried to defend in the video I linked.

Or that fox news never mentioned that the senate bill forbid jail time (you know, the fair and balanced thing)?

There are a lot of things in the Senate Bill that were never mentioned since the Senate Democrats hid the language from everyone, including the media, until it was too late to expose the details. That is one reason Obama's approval rating has tanked so massively. He promised transparency and delivered the most opaque, blacked out legislative process in history.
