2 - A tax break itself doesn't directly increase anyone's tax burden, it just causes an increased deficit that has to be dealt with (assuming your not starting with a surplus).

The deficit is a tax burden. Ultimately it's taxpayer debt, not government debt. So you can't say a tax break for one group doesn't adversely affect everyone else. Just as targeted excise taxes reduce mass liability.
