Well, duh


Yes it should be obvious, but you said there was nothing uncertain.

So the rational thing is to promote policies which reduce the uncertainties and, hence, the risk. For the foreseeable future, tossing ICBMs over the poles against Russia is not on the table.

Largely because both sides have the ICBMs. So that neither side could use them without exposing itself to destruction, and neither side could gain leverage from threats either. Deterring threats and actual attack is a rather large payoff.

Reducing them makes them more vulnerable, but the increase of vulnerability can be rather modest, so reductions can still be a worthwhile idea. Worthwhile but not nearly as beneficial or important as some of its supporters claim.
