The government of Colorado Springs likely (and if it doesn't its atypical among local governments who face cut backs in bad times) bring in enough money to pay for most of those services that where cut, at least the more important ones. But it doesn't bring in enough to pay that and the debt its accumulated, and the high staffing levels and pensions that its relatively committed to, and the pet projects and favored programs of politicians, which either avoid cuts, or at most get cut along with everything else, rather than getting eliminated to save money for things like police protection.
