No, largely because both countries interests don't diverge enough so this is likely. Not that we see eye to eye, but we no longer have a major ideological struggle pitting each against the other in some twilight battle. We are back to a Great Powers game with spheres of influence and maneuvering around the edges. Russia is more concerned with exerting its influence over its old Empire, they are in no position to take on the rest of Europe with massive waves of tanks.

The game is totally different. Taking some of the strategic arms off the table is a prudent measure. There are no rational scenarios where they are needed, and reducing the costs makes sense. Which is why the Russians were interested in this deal.
