The Constitution only requires the President to be a "natural born citizen". State laws cannot add to that a blanket requirement of a birth certificate. Such a law would disqualify a person otherwise qualified who was born at home or whose parents did not register the birth. In the term limits case, Congress tried to limit the terms of Congress as specified in the Constitution. The court refused to let them do that.
