The decision to work or not to work more hours is always a question of the marginal value of that hour or work. You have to weigh the value of leisure time against the income produced and satisfaction gained from working more hours. If you are not working and have no income, the marginal value will be higher than if you are collecting unemployment insurance. This also occurs with overtime work, particularly if it doesn't pay time and a half. Some folks would rather have more time for other activities than work for a small marginal increase in earnings, particularly when their job offers them nothing beyond the paycheck and there is a lot of overhead in working. People have a sense of what their time is worth. If returning to work doesn't offer that much, on net, it's more attractive to stay home. That's not a difficult concept. Hardly anyone will work for a few extra dollars an hour after having paid for transportation and dry cleaning.

My dad was a construction laborer. He was routinely unemployed much of the time over the years. He was a proud man who worked whenever he could but a lot of his buddies were disinclined to report back to work when the weather was inclement. As a retired person, I can certainly appreciate how income from a pension overcomes any urge to work. Unemployment insurance, while temporary, has a similar effect. It's nice being paid to read a book or play softball.
